			<content:encoded><![CDATA[<p></p><p>Carlow County Library Service meets the wide ranging information, education, research and cultural needs of the people of County Carlow. Service is provided in its network of four branch libraries at Carlow, Muinebheag, Tullow and Borris. <span id="more-8119"></span>There is continuous development of I.C.T and online services and overall there is a commitment to an innovative and modern approach to library service delivery. Other important aspects of the service include Local Studies, children’s and young people’s services, and library provision for universal access. It actively supports opportunities for lifelong learning for all. While maintaining and forming strong and active links with our parent Local Authority and with local educational and community organisations it is also an enthusiastic participant in nationally organised events. Inter agency cooperation is actively encouraged. At Carlow County Library staff are dedicated to the use of the Irish language across our range of services.</p>

<p><strong><span style="text-decoration: underline;">ESSENTIAL REQUIREMENTS</span></strong></p>
<p>The Minister for the Environment, Heritage and Local Government has declared that the qualifications for the position of County Librarian shall be as set out hereunder: -</p>
<p><strong>Character: </strong>Candidates shall be of good character.<strong> </strong></p>
<p><strong>Health: </strong>Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.<strong> </strong></p>
<p><strong>Education, Training, Experience etc</strong></p>
<p style="padding-left: 30px;">(a)  Each candidate must, on the latest date for receipt of completed application forms -</p>
<p style="padding-left: 60px;">(i)    Subject to the provision of paragraph (b) below, hold the diploma in Library and Information Studies of the National University of Ireland, or have satisfied the examination and thesis requirements leading to the Fellowship of the Library Association of Ireland, or possess an equivalent qualification;</p>
<p style="padding-left: 60px;">(ii)   have satisfactory experience of library work,</p>
<p style="padding-left: 60px;">(iii)   possess a sufficient knowledge of Irish and English to enable him/her perform</p>
<p style="padding-left: 60px;">the duties of the post in both languages</p>
<p style="padding-left: 30px;">(b)  The requirement of (a) (i) above will not apply in the case of an existing holder of a post of librarian in a local authority of the State.</p>
<p><strong> </strong></p>
<p><strong>Duties</strong></p>
<p>The duties of the office are to give to the local authority and such other local authorities or bodies for which the Manager, for the purposes of the City and County Management Acts, is Manager, and to any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub-paragraph (a) of this paragraph, under the direction and supervision of the County Manager and/or Director of Services, such services as County Librarian of an advisory, supervisory or executive nature as may be required by the local authorities or bodies in the exercise and performance of any of its powers, functions and duties and to perform the duties of acting for appropriate officers of higher rank when required.</p>
<p>The holder of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof.</p>
<p>The local authority shall require a person to whom a temporary appointment is offered to take up such appointment within a period of not more than one month and if they fail to take up the appointment within such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint them.</p>

<p>Entry point to this scale will be determined in accordance with Circulars issued by the Department of the Environment, Heritage and Local Government.</p>
<p>The salary shall be fully inclusive and shall be as determined from time to time. Holders of the post shall pay to Carlow County Council any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their post or in respect of any services, which they are required by or under any enactment to perform.</p>

<p>This is a two year fixed term contract post.</p>

<li>such persons shall cease to hold the position at end of the period of probation unless during such period the Manager has certified that the service of such persons is satisfactory.</li>
